Criteria: The LOM is awarded for exceptionally meritorious conduct in performance of outstanding service to the United States. When given to foreign nationals, different degrees of the award (Legionairre, Officer, Commander, Chief Commander) are given based on the recipient's rank. The Legionairre is given to those that do not meet the criteria for any of the other awards (please see the specific award for its criteria).
